MFC: sync snp(4) device to -current modulo -current-specific stuff.
Notable changes include: (a) driver repo-copied from kern/tty_snoop.c
to dev/snp/snp.c; (b) snp is no longer a count device; (c) snp can now
be compiled as a module; and (d) numerous bugfixes.
