Mega-MFC of the latest sppp(4) version.

This in particular merges all the changes that have once been brought
into the mainline sppp from the offspring i4b version, thus obviates
the i4b version now in -stable, too.

The merged revisions are, resp.:

net/if_spppsubr.c: 1.75...1.86, 1.88...1.92
net/if_sppp.h:     1.19...1.24
