- Merge the following from the English version:

	1.308 -> 1.313	relnotes/common/new.sgml

- Add pc98 subdir:

	1.3   -> 1.4  	relnotes/Makefile
	1.2   -> 1.3  	relnotes/common/relnotes.ent
	(new) -> 1.1  	relnotes/pc98/Makefile
	(new) -> 1.1  	relnotes/pc98/article.sgml

- Remove ${NO_TIDY}.  It is no longer needed.
