Moving doc/ja_JP.EUC/* to doc/ja.  (Already repository copied.)

Also, this change to doc/Makefile now requires either ALLLANG is
defined or DOC_LANG=ja (instead of LANG=ja_JP.EUC) to build Japanese
documentation.
