Update the betarel2 section to reflect the latest updates to betarel by
adding a leading ${ARCH}/ directory.  While here, get rid of pc98 and add
powerpc64.

This commit does not have any functional change on the site, but rather
than waiting until we do have a betarel2 in progress, just as good to take
care of these changes while I'm here.
