Update quarterly status reports README:

 - Clarify deadlines for reports submissions.
 - Teach the use of the new tools introduced by salvadore@
   in the quarterly status reports git repository.
 - Specify what software is needed for the different steps
   of the report creation.
 - Minor fixes.
