Remove the TZ variable from the enironment before calling localtime()
to get the commit timestamp.  This makes the time stamps comparable.

I'm rather in favour for using gmtime() instead of localtime(), but i
guess i cannot convince all you american guys. :)

I'll let up the RCS checkout to our CVS master...
