1) update to 1.1.2
2) remove GIF lzw disabling patches
3) change the method of localized build
   to reduce the amount of time, and/or
   make full use of ccache of 2nd and later builds.
4) Modification of OOo must be small as possible.
   No longer see LANG environment variable, CJK enhancements, etc.
