Convert Gaim to use OPTIONS.

* Add Perl option (disabled by default)
* Unconditionally enable/disable GNUTLS (because of OPTIONS)
* TCL_VER:
	- is now TCLTK_VER (makes more sense, since we enable both Tcl and
	  Tk support)
	- has no effect unless the TCLTK option is enabled
	- is not mandatory anymore (defaults to 8.4)
* Minor cleanups (s/--enable-nss=no/--disable-nss/, etc)
