Add scamper 20050516,
tool for IPv4 and IPv6 traceroute with path
MTU discovery.

The submitter agreed, that the original author of scamper
(Matthew Luckie <mjl@luckie.org.nz>) will be the
port maintainer.

Matthew recommended using a more recent snapshot of the software than the
version used in the PR.
