Use --enable-sql-logging instead of the deprecated --enable-mysql-logging
and --enable-pgsql-logging.  Correspondingly, deprecate WITH_MYSQL_LOG and
WITH_PGSQL_LOG in favor of WITH_SQL_LOG.
