- Update to 12.0 and unbreak
- Make WITH_TEA_ONLY knob work as intended
- Turn WITH_ASPELL kbob on by default, since aspell is pretty standard
  dependency these days
- Lower required GCC version to 3.3 (builds fine with it too)
- Remove explicit USE_REINPLACE, it's implied now
