- Remove USE_REINPLACE.
- Rename some OPTIONS to more standard names:
  DEBUG_LIB -> DEBUG
  DEV_UTILS -> DEVEL
  PROFILE_LIB -> PROFILE
- Remove unavoidable auto-detection of OPTIONS.
- Format tabs, sort variables.
