- Fix PLIST: Remove locale dirs that are not on bsd.x11-4.dist [1]
- s/INSTALLS_SHLIB/USE_LDCONFIG/ [1]
- Add USE_GETTEXT [1]
- Remove 000.devhelp rc.d script and use USE_LDCONFIG model instead
