science/silo add NO_LATEST_LINK

	- This port is unrelated with x11/silo so I suppose
	  NO_LATEST_LINK is relevant.
	- While here, remove the unnecessary $LOCALBASE includes
	  in CPPFLAGS/LDFLAGS for the configure environment.
