- Updated Makefile to handle installation differently based on
  whether devel/py-setuptools is present or not. The setup.py installer
  modifies the packing list based on that, so we have to modify pkg-plist
  in kind.
- Added code to handle NOPORTEXAMPLES
- Take maintainership
