Update to 1.8.1.  Changes include:

- navi2ch-net-send-request now sends User-Agent when posting.
- coding-system is now auto-detected in order of cp932,
  shift_jis-2004, and shift_jis.
- navi2ch-oyster now uses tls.el, not ssl.el.
