Update to Wine 1.1.13.  Among others, this includes the following changes:
 - Freedesktop.org-compliant startup notifications.
 - Improved graphics support in Internet Explorer.
 - Various Richedit improvements.
 - Better certificate manager dialog.
 - Various bug fixes (including two fixes we carried ourselves).
