Update to Wine 1.1.28.  Among others, this includes the following changes:
 - Support for IRDA protocol.
 - Faster initial wineprefix creation.
 - Axis remapping with evdev joysticks.
 - More image formats in WindowsCodecs.
 - Various bug fixes.
And lots of entries in the new lib/wine/fakedlls directory.
