Minor port improvements:
  - Requires rebuild sendmail port or use WITH_SENDMAIL_STATIC_MILTER when
    sendmail from ports is used and ${LOCALBASE}/lib/libmilter.so.X is

- Handle WITH_DEBUG properly.
