Update Passenger from 2.2.5 to 2.2.8.

OPTIONSfy for choose apache22 or nginx, apache22 is default.

Other changes:

 o) add rails for dependences;
 o) update rack dependence;
 o) respect CC/CXX/CXXFLAGS/PTHREAD_LIBS flags;
 o) update package description.
