- Update graphics/frei0r to version 1.2

Makefile changes:
- Add LICENSE
- Update MASTER_SITES
- Use gnomehack for proper pc file installation
- Hack documentation installation to make it optional, it needed patched
  to install in the correct location anyways
- Disable CPU optimizations by default
