Add PKGNAMEPREFIX and PKGNAMESUFFIX - these are to be used in case the
package name includes "language specifics" or "compilation options" as
specified in the handbook.  PKGNAME is now defined as
${PKGNAMEPREFIX}${PORTNAME}${PKGNAMESUFFIX}-${PORTVERSION}.
