In sight of anticipated update, cleanup things slightly:

- Shorten COMMENT
- Add LICENCE (GPLv2)
- Canonicalize Makefile header
- Unbreak on FreeBSD versions older than 802501
- Mute and optimize sed(1) commands, fix line wrapping
