- update to 1.2.10-114

While I'm here, do some clenup:
- use shortname in MASTER_SITES
- drop LICENSE_FILE for well-know license (MIT)
- strict python versions to 2.x only
- replace redefinition of the whole PYDISTUTILS_EGGINFO with
  just PYDISTUTILS_PKGVERSION
- add tab in pkg-descr
