importlib module is available in Python standard library since 2.7
(in 2.x branch) and 3.1 (in 3.x branch). Since we don't have 3.0
in ports, nor anything less 2.6, set USE_PYTHON to exactly 2.6

while here:
- trim Makefile header
- move pkg-plist contents to Makefile:PLIST_FILES
- correct WWW in pkg-descr
