For systems where CC is gcc, this has no effect. For systems where CC is clang, this forces the use of the base GCC suite. (Some forward compatibility is also covered in the patch.) Finally, accept FORCE_BASE_CC_FOR_TESTING as an override for USE_GCC, for those who wish to help debug ports with clang.
