Changes:
  * Pkgng support when WITH_PKGNG=yes is defined in /etc/make.conf
    Portupgrade does not yet support pkgng packages or `pkgdb -F`,
    just building/upgrading ports using pkgng.
    Be sure to run `pkgdb -fu` to convert any existing pkgdb.
  * Move all files out of global ruby namespace
  * manpage cleanups
