- remove bogus setuptools dependency. This port actually using
  bundled ``paver'' build tool, that's initiated by distutils's setup.py.
- bump PORTREVISION because of dependency change
- trim Makefile header
- try to avoid PYTHON_SITELIBDIR in *_DEPENDS
- limit python version to 2.x only per official docs
- use ``yes'' in USE_PYDISTUTILS
- whitespace fix in pkg-descr
