Update to 2.14.0.

* Add a test for empty(${VARIABLE}) (instead of empty(VARIABLE)) [1]
* Add a test for NOPORTDOCS and point to PORT_OPTIONS:MDOCS [1]
* Add GitHub to the MASTERSITES whitelist (as this is a cloud service). [2]
