- Fix issue that option settings are saved in /var/db/ports/ja-mecab
  rather than /var/db/ports/ja-mecab-ipadic
- Revert change of pkg-descr in r310466 except Author: line since it is
  description of MeCab rather than that of IPA dictonary for MeCab
- Update MASTER_SITES and WWW URL
