www/pelican: Update to 3.2.2, Use GITHUB and more

- Update to 3.2.2
- Update pkg-plist
- Use GITHUB for MASTER_SITES (and remove CHEESESHOP)
- Add pytz, blinker and unidecode to RUN_DEPENDS
- Bump Jinja2 & feedgenerator min versions in RUN_DEPENDS
- RUN_DEPENDS are not BUILD_DEPENDS, remove.
- Add TESTS options, TEST_DEPENDS and regression-test target
- Trim Makefile header
- pkg-descr: Tab->space in WWW:
