sysutils/py-supervisor: Update to 3.0

- Update to 3.0 (and bump PORTEPOCH)
- Update pkg-plist
- Replace NOPORTDOCS with DOCS (pet portlint)
- Remove unecessary test_childutils patch (upstreamed)
- Disable two failing tests and report upstream [1]
