Update to version 0.49
While I am here, do some clean up:

1) Added RESTRICTED tag, for codec LEGAL status is unsure
2) Added ${PKGMESSAGE} regarding kernel USE_LDT
3) Upheld the "only under ${WRKDIR}" rule
