Update to 3.6

   * Stagify
   * Add LICENSE
   * Use shebangfix
   * Drop the optional RUN_DEPENDS on p5-IO-Socket-INET6 as the
     currently available p5-IO-Socket-SSL-1.962 in ports is new enough
     to obsolete that requirement.
