devel/py-pip: Update to 1.5.2 and modernise

- Update to 1.5.2
- Remove LOCAL master site (CHEESESHOP is highly available)
- Enable STAGE support
- Enable AUTOPLIST, update pkg-plist
- Deprecate easy_install target
- Deprecate py3k-fix-pkg-plist.inc
- Deprecate OPTIONSFILE override
- PLIST_SUB is no longer necessary
