 - Add LICENSE (MIT)

Fix:

 - FATAL: Makefile: [21]: contiguous blank lines (> 1 lines) found.
 - Unecessary RUN_DEPENDS on python2 (has USE_PYTHON=2)
 - Remove duplicate USE_PYTHON=yes (scons is for 2.x only)
