dns/py-idnkit2: update to 2.3

- update to 2.3

while here:
- use modern LIB_DEPENDS notation
- limit python version to 2.x branch, because shared extension fails to build with py33
- some tab twiddling
- tab->space change in pkg-descr:WWW
