Fix up dependencies to libimg -- the English version should be a
LIB_DEPENDS on img.1, and the Japanese version should RUN_DEPENDS on
${LOCALBASE}/lib/Img1.2/libimg12.so.1 (since it doesn't install
anything in ${LOCALBASE}/lib).

Also, fix path to tkstep.tcl.
