Update to 1.3.1
Changes:
- Add a WORKERS_COUNT option to limit the number of workers used during pkg repo
- Fix pkg repo hanging on FreeBSD 8 and 9
- Fix migration of local database from 1.2 to 1.3 which was resetting the installation time
- Print the repository in search informations
- Ignore meta file when rebuilding a repository
- Lots of fixes in libucl
- Fix pkg info -R to generate a valid yaml
- Accept empty pkg.conf files

- Fix pkg.conf reading so keys are now case insensitive again
