devel/py-fabric: Update to 1.9.0

- Update to 1.9.0
- Add LICENSE_FILE
- Tweak COMMENT
- Tweak py-nose dependency prefix
- Limit Fabric to Python 2.x (*not* Python 3.x compatible)
- Wrap `test` command in setuptools bits using PYDISTUTILS_SETUP
- Patch setup.py to accept any version of fudge (even though its not
  compatible and causes 2 test failures)
