* The Snowball project has rerolled libstemmer_c.tgz as they
  occasionally do.  This time they've actually changed the code, so
  patching is now required in order to compile.[1]

* Add option to link against re2 regular expression library.[2]

* PGSQL_USE -> PGSQL_USES
