net/alog: Upgrade version 0.4.1 => 0.5.0

The upgrade removes:
  * The version package
  * The full option (pgsql, smtp, and xmpp facilities)

It switches to build with gprbuild
It fixes the policy database so that it's safe for concurrent access.
