Update to Wine 1.7.31.  This includes the following changes:
 - Support for the Visual Studio 2013 version of the C/C++ runtimes.
 - More font metrics support in DirectWrite.
 - Some more Direct2D work.
 - Various bug fixes.

Always installs documentation, this is then taken care of during the
packaging process.

Also no longer print pkg-message ourselves.
