security/py-requests-oauthlib: Update to 0.4.2

- Update to 0.4.2
- Switch distribution files from Github -> PyPi (CHEESESHOP)
- Add TESTS option for running the test suite
- Update RUN_DEPENDS and TEST_DEPENDS

- Remove unecessary patch (upstreamed)
