There are only two ports depending on this old version
- devel/pecl-svn	[1]
- sysutils/confman	[2]

[1] no new releases but upstream dev. seems active

[2] upstream repo asks for auth, it seems the port is a
    collection of shell scripts and will work also with
    SVN 1.8
