Allow to use OpenBLAS implementation of BLAS.
Based on the work done by Eijiro Shibusawa <phd_kimberlite@yahoo.co.jp>,
OpenBLAS port maintainer.

Hide py-nose dependency under new TESTS option.
Convert to USES=blaslapack.
