- Provide new mastersite (CENKES is no more) and unbreak
- Define LICENSE (MIT), augment COMMENT, fix the header
- Add missing OPTIONS_DEFINE, replace ${INSTALL} -d with
  ${MKDIR}, perform few other minor Makefile cleanups
