sysutils/rubygem-hiera: update to 3.0.1

- this is paving the way for a Puppet 4.x port
- preserve 1.3.4 as sysutils/rubygem-hiera1
- use sysutils/rubygem-hiera1 in dependent ports
- change maintainer to ruby@
