sysutils/py-ploy_ezjail: Update to 1.4.0

 * Update PORTVERSION and distinfo checksum (1.4.0
 * Add setuptools explicitly (instead of implicitly via python.mk)
   to RUN_DEPENDS, as ploy uses the pkg_resources module.
